In Hawaii he was the VP of Pacific Operations for the Alaka’ina Foundation. As a U.S. Army Colonel, he served as the U.S. Defense Attaché to Poland where he negotiated the participation of Polish forces in the Iraq and Afghan wars. He was the Aide-de-Camp to the Supreme Allied Commander of NATO during the Bosnian War and Rwandan Genocide.  Additionally, in Baghdad in 2003 he led an elite Interagency Team searching for WMD. As an aviator, Roy held a variety of leadership and staff positions in Korea, Germany and Hawaii. As the Deputy Commandant of the U.S. Army Russian Institute, he guided a talented faculty that prepared officers and government civilians for challenging assignments to the Post-Soviet States. Roy holds a Bachelor of Science degree from the United States Military Academy at West Point and Master of Arts degree in International Relations from the Fletcher School of Law and Diplomacy at Tufts University. By Dr. Kenneth Smith, PMP PERT-Cost is a relatively new management technique in the complex field of Research and Development management – an extension of the more familiar PERT-Time, Critical Path methodology which has gained wide acceptance in government and industry.  Although PERT-Cost is required on many large-scale R&D projects within the Department of Defense, and can be extremely useful in managing others, many individuals hold PERT-Cost sub judice, hesitating and uncertain whether it is a major breakthrough in management or just another system, trading on a familiar name. One of the most controversial aspects of PERT-Cost is an item called “Value of Work Completed,” or more usually, just “Value.”  Significantly, “Value” lies at the heart of PERT-Cost and a thorough understanding of it is essential to evaluating the entire system. The ‘root cause’ – to cite a contemporary catchphrase — is because the traditional practice is only valid for analyzing PROJECT expenditures when Projects are ‘On Schedule;’— which is not very often.  Indeed, during implementation, changes in both work accomplishment rates and related costs are frequent, and thirteen (13) possible combinations of work performance vs. the project schedule, budget and actual cost exist.  Of these 13, only three are when the project is ‘On Schedule.Thus, in most situations (77%), traditional financial analysis reports ‘False Positives,’ ‘False Negatives’ or incorrect amounts! In addition to monitoring and evaluating programs & projects, surveys are a prime tool political pollsters use to cite the status, track trends about issues of political import, as well as predict the outcomes of contending candidates.  If conducted correctly and objectively, taking the pulse of the electorate political polls can be very informative.  Otherwise, such surveys only become propaganda practices of the unscrupulous to deliberately distort public perception &/or persuade potential voters to favor particular candidates &/or particular positions on contentious issues. Although there are many professional polling organizations, pollsters come in all colors, shapes and sizes with varying ethical standards, and I sometimes wonder whether partisan pollsters even really want to know the true situation,[1] or whether — at the outset — they deliberately design and launch their surveys to distort the results in favor of their candidate, or a desired outcome. Changes to the PMI® ecommerce site created issues for members since April 2020.  Previously, membership which lapsed but were subsequently renewed within "reasonable" time were processed normally without an additional fee. Top 5 pitfalls of working from home and how to avoid them.“Hey! It’s not Saturday!” 1.  It feels like Saturday, so I don’t feel like working. It’s easy to lose productivity when you feel like you should be taking a nap, or walking the dog, or doing laundry because it feels like the weekend. Remember, it’s a real work day so do some real work. Treat it like a real work day Get dressed for work Start on time Get through all emails, status updates, follow up tasks Take a lunch break Stop work at your normal time 2.  I can’t get stuff done the way I’m used to. You’ll need to learn how to work in new ways. If you’re accustomed to walking over to someone to ask a question, set up a chat app and use it. It’s just like tapping someone on the shoulder without being there. Use chat, text, conference apps. Get your company to use a chat app everyone can get onto. Use texting Call them Use video conference apps so you can see their faces. 3.  It’s too lonely. I’m getting depressed. If you enjoy solitude, remote work suits you. However, if you enjoy social interaction, you’ll miss the interruptions and idle conversation. While not productive work time, social interaction IS productive rest time that revitalizes you, keeps you in good spirits, and gives you energy to keep going to the next break. Increase how you keep in touch. Use conference or video conference calls to keep in touch. Plan a virtual meeting. Make it part of your routine to have a lunch time chat. Conduct a pau hana to touch bases and just inquire how everyone is coping. 4.  It’s uncomfortable. I can’t work here. If your workspace isn’t set up properly, it will feel uncomfortable and you may not be able to work productively. Invest the time and effort to set up your workspace as a dedicated area. Set up a dedicated workspace like a home office. Clear the space. Have handy all your work tools, cell phone, files, pens, and headset or headphones. Set up the desktop on your computer to be more organized, add short cuts, quick access folders. Avoid working on the kitchen table, sofa, or your bed. Those temporary set ups will feel too transient and are only good for an hour at a time at most. If you are able, take steps to boost your internet connection and speed. 5.  Everyone and everything is distracting me. It’s your home. You are used to doing home stuff while at home. Even if you’re successful in setting up the workspace at home, you’ll still have the family members, pets, and neighbors to consider. Create the right environment. Get your family members to respect your quiet work time. Ask them to help by sharing the care of themselves, kids, and pets. Close the door. Set up a partition. Use earplugs or headphones to reduce the distracting noises from inside and outside of the house. Stay positive! Remember, you’re already saving an hour or two by not commuting to work! Use that time for your family and yourself, not work. You’re probably also eating better by preparing home cooked meals instead of fast food take out. The video portrayed the chapter’s history from the perspectives of our founding members Norm Kawachika; Larry Rowland, EdD, PMP; Roy Uemura PMP; and Carolyn Yoshihara, PMP.  On 19 October, the chapter held its largest event of the year, the Professional Development Day (PDD). This event was led by Special Projects Director Gaby Ewachiw, PMP. The theme of the event was “A‘ohe Hana Nui Ke Alu ‘Ia,” Hawaiian for “No task is too big when done together.” Special Projects Director, Gabriela Ewachiw, PMP at PDD   The opening keynote was Ramsay Taum. Mr. Taum spoke about the culture of Hawaii and how the project management arena fits right into the sustainability of the culture. Our special guest speaker was Jim Snyder, PMI Fellow, a founder of PMI. The event closed out with a networking activity that included a personality assessment. Finally, our closing keynote speaker, Raji Sivaraman, PMI-ACP, PMP, drew analogies between music and project management from her book Making Projects Sing. She closed by singing a Hawaiian song and led all the participants to our “pau hana” (after work) party. We look forward to our next 20 years growing as a chapter and promoting the project management profession across Hawaii! Up to now, APM has been adopted for software development in thousands of companies around the world and it is on the rise according to 2015 PMI’s Pulse of the Profession  report (PMI, 2015) with 38 percent of responding companies reporting its frequent use, which is 8 percentage points up since 2013.   Although agile-related topics are discussed, primarily, in IT and software related literature, ability to manage changing priorities, team productivity, customer satisfaction, effectiveness in resolving unexpected risks, as building blocks of APM, are for sure something that is desirable beyond software industry but still there is a lack of understanding and well defined instructions how to apply particular Agile in other domains, how to identify situations when APM might be a better solution and how to help organizations integrate agile practices into their traditional processes.  Therefore, with the increased use of APM in the last decade, it is of utmost importance to clarify whether and how this concept translates outside of software domain and whether it coexists with or replaces traditional project management and under which conditions. As part of my thesis, I am exploring the application of agile project management approach beyond software industry. Specifically, I am trying to assess whether agile approach may be applicable and useful outside the software industry and whether agile project management, in a particular environment, have something to offer to organizations in terms of more effective execution of projects of certain characteristics(project size, degree of innovation, type of innovation, and size of the project team, etc.). I asked Ken if he’d be willing to chat with me for this article because he’s been a long time member of PMIHNL (since 2009) and PMI (since 1977) - and has the shortest PMI ID number I’d ever seen!  You may have seen him when he was a speaker at our Professional Development Days (PDD) or at one our monthly events.  At first I thought he’d be an interesting person to meet and write about.  He’s more than that.  I walked away genuinely impressed with all that he has done for project management, all he has done in his life, and that he continues to give back after 33 years.  He’s not just a long time member.  He’s accomplished more than the average person.  He was previously a U.S. Senior Foreign Service Officer for U.S. Agency for International Development, serving overseas primarily in Philippines, Vietnam, Korea, and Indonesia.  Served as a U.S. Civil Service Management Analyst and Systems Specialist for the U.S. Defense Department, Navy, and Air Force.  His work and consultancy scope includes Bangladesh, Burma (Myanmar), Indonesia, Malaysia, Nepal, Papua New Guinea, Peoples Republic of China, Philippines, South Korea, Sri Lanka, Thailand, & Vietnam. Formerly of the Washington D.C. Chapter, he joined the Honolulu Hawaii Chapter when he moved here in 2009.  He also has a close association with the Philippines Chapter as he was asked to help them get organized and set up as an official PMI chapter.  He continues to travel there to conduct symposiums and seminars. If there are project manager competencies found that vary based on what project management methodologies are in use by the PM or the organization, then that information can be used to better target training opportunities. The information could also be used by organizations to better select potential new hires depending on what methodologies the organizations are utilizing. The aim of the research being conducted is to determine if there are differences in project manager competencies based on the primary project management methodology used. The survey itself should take no longer that 15 minutes to complete and can be accessed on line from the link below. All individual answers will remain confidential and only summaries of combined survey results will be published. At the end of the survey, you will be given the opportunity to opt-in to a limited number of one-on-one phone interviews to gain further insight into your responses. This section, like the survey itself, is completely voluntary and is not required to complete the survey. After collecting feedback from PMI members across the globe the research has now been concluded, and there are a number of things to learn!THE IMPACT OF TWO WAY RISK COMMUNICATIONS ON PROJECT SUCCESS In spring of 2015, members of PMI Honolulu Hawaii participated in a research study exploring the relationship between the use of two way risk communications and project success rates, which was inspired by successes seen in the aviation industry. After collecting feedback from PMI members across the globe the research has now been concluded, and there are a number of things to learn! In 2014 the global aviation accident rate was the lowest in the industry’s history, thanks in part to the implementation of active risk management systems known as Safety Management Systems (SMS). Such systems are structured using two way communication methods such as safety and risk awareness, training, and reporting that is incorporated throughout the organization and in all operational areas. The aim of the conducted research was to investigate the relationship between communication methods in project risk management and rates of project success in order to identify whether two-way communication methods for risk management have the potential to improve the rate of project failure. Using a survey strategy to collect primary data, 304 members from 59 PMI Chapters completed a questionnaire detailing the rate of use for specific two way communication methods (structured risk identification; mandatory reporting; voluntary reporting; awareness training; duty specific training) and achievement of project budget, schedule and requirement success. Subsequent quantitative and qualitative analyses revealed the following highlights: Despite a high rate of project manager certification, 37% of project managers use no formal project risk management methods; Of those projects that used formal project risk management, nearly a third did not use structured risk identification activities; A correlation was identified between the use of structured risk identification methods and achieving requirement success; A correlation was identified between the inclusion of Project Owner/Sponsors in risk identification activities and the achievement of requirement success. For PMI professionals, these results reveal some interesting food for thought as well as practical recommendations for implementation. Firstly, there is the indication that a large number of certified project managers do not follow the published methodologies for which they have been certified. These are concerning statistics, ones which should drive further research into how the guidance can evolve to better serve practitioners. Secondly, the study indicates that there are some positive correlations between two way risk communications and the use of specific methods and personnel, which lead to the presentation of the following recommendations: That project management practitioners ensure risk identification activities are employed on all projects. To ensure consistency in implementation, it is recommended that specific procedures for risk identification are developed, either organisation wide or individually by each practitioner as appropriate, that define: - When risk identification activities are conducted during each phase of the project; - Required personnel involvement; - The format of risk identification activities, giving consideration to the use of methods appropriate to each project phase (i.e. brainstorming during project initiation, status reports during project implementation etc.); - Specific action items for addressing the identified risks. That project management practitioners review the participation of Project Owner/Sponsors in project risk management processes. Such a review should: - Assess the current level of Project Owner/Sponsor involvement in risk identification activities; - Identify potential additional opportunities for participation; - Evaluate the feasibility of extending participation of Project Owner/Sponsor; and - Where appropriate, include Project Owner/Sponsor(s) as required personnel in project risk identification procedures.   While these detailed recommendations are intended to provide benefit in any project management setting, it is important to remember that as risks evolve and the capabilities of project management practitioners develop to navigate ever changing risk landscapes, valuable solutions don’t always come from expected sources. The SMS model is only one such example, which ultimately may or may not prove to be the right fit for implementation in project management. The project management industry is encouraged to keep an open mind and continuously look beyond its borders as it strives for improvement: digging up success stories of other industries and finding new viewpoints, ideas and methodologies to explore. When I started my working career backstage at a theatre company, I hadn’t yet realized that it was the problem solving under pressure that attracted me to the job. When I figured out that I could do the same thing on a bigger scale and get paid more to do it, there was no holding me back! As the Director Standards and Quality Systems I have dedicated many hours working with a diverse team of folks to achieve significant quality performance improvements for GHS Aviation Auditing LLC. Thanks to us, GHS is now ranked as the number one performing organization in its field. In return for these results GHS has been a supportive advocate of my goal to earn an MBA. And what do you call completing an MBA while still playing the roles of director, wife and mother? Just another problem to be solved!
